According to this website, "Quan-Toh Roh Pah-Neh-Tec" translates to "Swift Hand That Guides The Light", although I don't know what language that would be in. There's always the possibility that, like the Buddhist mantra "Om", it doesn't necessarily mean anything at all, except as a unique set of sounds to channel the energy of Helios.
