perhaps babylonian/sumerian... ishtar is one of the most ancient goddesses worshipped by mankind, and she was the goddess of love.
i dont know much about her, maybe someone else does
but i believe she originated in the area of modern iran, so she would be dark, with dark hair. and there were several rivers and seas in this region, perhaps that explains it?

Have you tried looking into Aztec or Mayan goddesses? You did mention a rain forest and that she appears Hispanic. Just a thought.
