Is the exact hour of someone birth need for casting a spell or just their date of birth? Could it have an impact on the outcome if this info is omiited from a spell

I don't think it would make too large of a difference. The only time I can think that exact time is important is when dealing with astrology. Unless you're trying to make the spell deal specifically with that then I don't think it's necessary at all.

Depends, what type of spell are you casting?

I have to agree with everyone else. You should not need that for a spell to work. But, if it requires something of that person's birth date...usually just the astrological sign they were born under, plus their initials.
