Xia Rong made an excellent post that tackles your question:

Paganism: When There Aren't Any Gods.

I suggest you to read the article and the responses there as it will give you some good insights.

In short, no, a witch does not have to believe in any god or goddess. The article that was linked explains in more detail. As for what witches believe, it is pretty much impossible to say, because there are many different forms of witchcraft, and what one witch believes and practices may be totally different from what another believes and practices. Witches general all practice magic of some sort, but there's a lot of variety in that. Some witches work with deities, some do not, some believe in spirits, some do not. Some witches may choose to follow the Wiccan rede or threefold law, but many do not and may have other ethical codes. Some witches follow the eight wheel of the year holidays, others have different calendars, or no specific spiritual calendar. Some witches cast circles, some do not, there are lots of different ritual structures. Tools vary from tradition to tradition. And so on... I know that's probably not the most helpful answer, but since there are so many different types of witches it's too hard to generalize about what they all believe.

I second what Seraphin stated, the information that Xiao has in that thread explains it to a tee! She ought to know to she is one of many who does not follow any deity. It is certainly ok not to, to each their own, as the saying goes :)

I considered myself a witch before I considered myself a Wiccan. That is the wonderful thing about this world though, there is no need to classify yourself, you can practice however you please (though hopefully you are only doing well :D )

From what I understand, witchcraft is secular and separate from religion and beliefs. So while some Wiccans do practice witchcraft, it's not required; you also can practice witchcraft without having a specific belief system or a god/goddess.
