Okay can someone tell me what does it mean,
when you see someone wearing a stright jacket?

Um, generally when someone is wearing a straight jacket, they're in an institution for the mentally ill and are considered a danger to themselves and others. The standard straight jacket covers over the torso, arms and hands of the patient and buckles in the back. (So essentially there are really, really long "arms" to that type of jacket so they meet in the back of the wearer and can be secured in the back as well via buckles.)
A lot of magicians do stunts where they get themselves out of straight jackets, mainly because that is a difficult feat- the human body isn't supposed to naturally bend and dislocate in the way required to get free from the restraint of the straight jacket.
On a side note, just as a general precaution... if you ever see someone in a straight jacket who you don't already know and trust (and even still, exercise caution)... you should probably get the heck out of where ever he/she is wandering around. Straight jackets aren't a fashion statement.
